The Aater Folice has always been in charge

of a Mirst Class Inspector until recently.

The system under which laspector Kerr has

charge of the launches outside the burbour may be continued for

the present. Ferhaps when an Executive Officer is placed in

supreme charge at Tsim Sha Tsui it may be modified with advantage.

The large launches appear to be in charge

of competent men. But the harbour Folice are sadly lacking in men

who have technical training as seamen. There are only 2 seamen by

profession among them. The remaining 11 are landsten. Marines

Steps should be taken to rectify this. Fer-

haps now that the Folice are paid in Sterling application to the Naval Saployment bocisty might be wore successful. i recommend

that such be tried and that in the meantime the Acting Captain

Superintendent of Folice be instructed to endeavour to recruit

men for the later Folice at the Saliors hope and among his

Majesty's Ships on the Station.

There are not sufficient Sergeants in the

Aater Folice. This is a defect that should be remedied by the

promotion to Lance-Sergeant of the most competent of the Cons-

tables on the first opportunity.

I am of opinion that Police Constable Coombs

who belongs to the Royal Naval Reserve and who was a Guarter-

Master in the h. & G. Co.'s Service is a suitable and ccapetent

man for one such appointment. Perhaps another way be found. These

men should have charge of the pinnaces on general patrol from

6 F.. to 6 A.M.

The haver Folice has always been a difficult

branch to manage and the difficulty has been enhanced by the

fact that the Executive Officers of Folice if landsmen are apt to

fall
